PUBLIC BUDGET HEARING 6:45PM - REGULAR MEETING 7:00 PM– CITY HALL

MARCH 6, 2017

MINUTES

At 6:45PM, Farwell asked for a motion to open the public budget meeting.

Hardy motioned to open the public meeting, Berger seconded. All Ayes, Motion Carried.

Council members present: Hardy, Berger, Earlywine, Christo, Vanatta, also Mayor Farwell and Dankof were present.

Council Member absent: none

INTRO OF VISITORS/BUSINESS – Linda Heywood, Bobbi Jo Christo, Rhett Goy

Farwell asked for a motion to accept the agenda.

Berger motioned to accept the agenda, Vanatta seconded. All Ayes, Motion Carried.

No questions regarding the budget during this time.

Farwell asked for a motion to close the Public Budget Hearing.

Earlywine motioned to close the public hearing, Christo seconded. All Ayes, Motion Carried.

At 7:00PM, Farwell called to order the monthly City Council meeting.

Council members present: Hardy, Berger, Earlywine, Christo, Vanatta, also Mayor Farwell and Dankof were present.

Council Member absent: none

Farwell asked for a motion to accept the agenda.

Hardy motioned to accept the agenda, Earlywine seconded. All Ayes, Motion Carried.

Farwell asked for a motion to accept last month’s minutes.

Hardy motioned to accept last month’s minutes, Berger seconded. All Ayes, Motion Carried.

Farwell asked for a motion to accept the treasurer’s report.

Berger motioned to accept the Treasurer’s Report, Hardy seconded. All Ayes, Motion Carried.

Farwell asked for a motion to accept the bills for city and Library.

Hardy motioned to accept the bills as presented, Berger seconded. All Ayes, Motion Carried.

Total Deposits

$10,415.83

Old Business:

· Discussed the Financial Class that was given by Mary Beth Sprouse from the League of Cities given on February 23rd. Everyone agreed that it was very informative, also Riverton and Farragut council/clerks attended and said they really enjoyed it also.

· Next the mowing sealed bid was opened, The Lawn Enforcers was the only bid received in the amount of $5010.00 for the mowing season and included a onetime broadleaf application for all the properties, excluding any other properties or abatements the City may add later.

Hardy made a motion to accept The Lawn Enforcers mowing bid, Berger seconded. All Ayes, Motion Carried.

· The abatement was decided to send a letter to take advantage of using the City-Wide Cleanup in April 7-14th to get properties cleaned up. Then readdress after that to what needs to be done for further clean up.

· The adoption of Budget Resolution 211-18 was moved by Berger, seconded by Hardy. Roll call: Berger Aye, Vanatta Aye, Christo Aye, Hardy Aye, Earlywine Aye.

New Business:

· Rhett Goy went over the City insurance plan with pricing.

· Linda Heywood reported she should be hearing about the grant for the backroom on the 11th. Linda is still waiting for a price for a new scoreboard for the ballfield, so she can write a grant for that. We will be working on getting the prices for her asap.

· The date for the City-Wide cleanup date was decided to be April 7-14th. A call to reserve the bins for those days will be done this week.

· Mike Lesher with Peoples Service left a report on water operation & maintenance: On February 15th the North well was not pumping correctly, Jensen Well was called. February 16th Jensen Well pulled the North Well and it was plugged again. This was pulled 4 years ago. Mike suggest that this be pulled every 3 years for this reason, so it does not burn up or damage other mechanical parts. February 26th South booster pump quit pumping. The Booster pump is fine but the shaft, bushings and stator on the pump shaft are wore out and broke and there is a hole in the pipe. Estimate on North well is $1800.00 plus labor. Estimate on the South booster pump is $2100.00 plus labor. Wastewater maintenance & operation: Depends on weather, such as rain on when Mike will be discharging the lagoons this spring.

Park Commission: Getting softball field ready.

Streets and Alleys: Nothing to report.

Landfill: Brian talked about the landfill looks like it won’t be sold. More information at a later date.

Library: Waiting to hear about the grant.

Fire and Rescue: Nothing to report.

Sewer and water: Nothing to report.

After proper motion by Hardy and seconded by Berger, the meeting was adjourned at 8:05pm.
