Minutes of the Randolph City Council

Regular Session

April 2, 2014

A regular meeting of the Randolph City Council was held at the Randolph City Hall at 7:00 pm on April 7, 2014 and was called to order by Mayor, Gary Farwell

The following Council persons were present: Brian Hardy, Claude Perkins, Al Marshal, Mike Berger, and Dustin Moreland

Visitors: Dave Earlywine, Anya Earlywine, Mike (People Service), Dave Heywood, and Cindy Steenbock

March 3rd meeting minutes were read, along with March 12th, and March 17th special meeting minutes.

Claude motioned to pay the bills as written, seconded by Brian, motion carried

Old Business:

The first topic discussed was the city park. Dustin Moreland was asked to fix up the park before the Easter Egg Hunt.

Brian and Gary had looked at the park and it needed trash removal and limps picked up. The topic of asking Doug Jamison to do this was also discussed. Gary Farwell said he would get in touch with him to see if he could get something finished before the Easter Egg Hunt.

New Business:

The first person to speak was Mike from People Services. He talked about the well and the water pump. Explained what caused the pump to break. He also stated that Jensen was the company working on the pump and that it should be finished and put back together by the end of the first week in April.

Second item discussed was the Easter Egg Hunt. Dave Heywood asked that the city donate $100.00 to the City Easter Egg Hunt. Brian motioned the city donate first, Mike second. Motion passed.

The third item discussed was the new contract between Jessica Jamison and the City of Randolph for lawn services. It was discussed that the City makes a two year contract with Jessica Jamison for lawn care service at $620.00 a month.

Mike made the first motion, Dustin 2nd the motion, the motion carried.

The next item to discuss was the nuisance complaint. Randy Foster filed a complaint about Dave Heywood’s fences. Randy states that he does not like the fence so far off the ground, he also does not like all of the metal that Dave has used. He stated in his complaint that several of the wooden fence post have broken and are now in his yard. This was the third nuisance complaint about the fences. In 2012 Heywood filed an application to put up a wooden fence. That was never completed.

The complaint sited these issues:

- Community appearance

- Fence on another person’s property

- Metal fence

If the fence is not taken care of the city will abate the fence and remove them, Gary stated that Dave needs to remove all metal post including, hog panels and gates from the fence and fix the broken wood panels. Dave Heywood stated that he would fix the fence by the next council meeting. Gary stated that, that was his time frame to get it down and if not finished the city would have no choice but to abate the property

The last topic discussed was the old hardware building and what they were going to do with it. The city purchased the old hardware building for $3000.00. Gary stated that he would get a hold of SWIPCO about the building.

There were no other items discussed, Brian motioned to adjourn at 7:55 pm. Dustin 2nd the motion. Motion passed and meeting was adjourned at 7:55 pm
