MINUTES OF THE

RANDOLPH CITY COUNCIL

REGULAR SESSION

FEBRUARY 3RD, 2014

7:00 P.M.

A regular meeting of the Randolph City Council was held at the Randolph City Hall at 7:00p.m. on February 3rd, 2014, and was called to order by the Mayor, Gary Farwell.

The following council persons were present: Mike Berger, Brian Hardy, Al Marshall, Dustin Moreland, and Claude Perkins. Megan Foster, City Clerk

Absent: none

Visitors: Terry Frahm; Exec. VP Heartland CO-OP Administrations, Doug Jamison, Jessi Jamison

The January 9th and 18th, 2013 meeting minutes were ordered read. The only correction was that the minutes for Jan. 9th said Wolfe adjourned meeting instead of Marshall. Correction noted.

Perkins moved that we pay the bills as written, seconded by Hardy, motion carried.

The City Clerk read the treasurer’s report.

OLD BUSINESS:

The first topic regarding old business was about the liftstation maintenance. The work is still in progress.

The second topic was regarding the furnace at the library. The work is still in progress.

Lastly, on the agenda for old business was the report on the city tractor. The old tractor sold for $6,000 and that is to be applied toward the loan. New paperwork will need to be drawn up with the bank.

NEW BUSINESS:

The first topic for discussion regarding new business was about Colton Moore doing the snow removal in front of the city hall building and the fire station. Mayor Farwell wanted to know if the town would be willing to pay him $20 a time. The council agreed that it would be fine to do so.

Next on the agenda was about the trees at the park. Doug Jamison let the council know that the tree limbs are in need of trimming really badly and that something needs to be done with the trash and/or trash cans. Berger asked if the council would consider a Community Park Clean Up Day. No action taken at this time.

Mayor Farwell then brought up the city mowing and where we stood on that. City Clerk Megan Foster stated that the people who have been being billed for their lawn being mowed just need a final bill sent and that we need to wait 30 days to allow them to pay and then we can submit it to the court house for taxes.

Terry Frahm came to the council meeting to discuss the possibility of our town utilizing a TIF program. There was a discussion regarding this and no action was taken at this time. Mayor Farwell is going to speak with the city lawyer to discuss the TIF program.

There was a brief discussion on the Keep Iowa Beautiful program.

City Clerk Megan Foster presented the council with the proposed budget for FY 2015 and asked if they would approve it or if there was any figures that they would like to see changed. With the motion by Perkins, seconded by Marshall, the motion was made to adopt the proposed budget. All ayes. There will be a public hearing on March 3rd, 2014 to make any final changes if necessary.

There was no water/sewer report as People’s Service is due back in March.

There were no other visitor comments to be made.

On proper motion by Berger, and second by Moreland, the meeting was adjourned at 8:10pm.
