PUBLIC HEARING & REGULAR MEETING – CITY HALL

MAY 3, 2016 – 7:00 PM

MINUTES

At 6:45PM, Mayor Farwell called the public hearing to order. In attendance were Council Members Marshall, Perkins, Moreland and Clerk French. Visitors were Dave Heywood, Sherry Perkins and Teresa Hardy. The public hearing was in regards to Ordinance 189-16: AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF RANDOLPH, IOWA ENACTED TO ASSIST CITY OFFICIALS AND THE RAGBRAI COMMITTEE DEAL WITH THE PUBLIC HEALTH AND SAFETY ISSUES CREATED BY THE INFUSION OF A LARGE NUMBER OF PEOPLE INTO THE CITY OF RANDOLPH WHEN THE DES MOINES REGISTER’S ANNUAL GREAT BICYCLE RIDE ACROSS IOWA (RAGBRAI) ARRIVES IN RANDOLPH ON JULY 24, 2016.

Copies of the Ordinance were provided to all. The public meeting was closed at 7:00PM.

Mayor Farwell called to order the regular session of the Randolph City Council at 7:08PM. Councilmen Marshall, Perkins and Moreland were in the meeting room and Brian Hardy joined the meeting via conference call. Mike Berger joined the meeting at 7:35.

 

Moreland made a motion to accept the agenda after French requested two new items of business be added which were a discussion of amending the 2015/16 budget and also a vote on Ordinance 189-16. Perkins seconded. Motion Passed. Berger Absent.

Moreland made a motion to accept the April Council Minutes, Marshall seconded. Motion Passed. Berger Absent.

A review of the April bills was made.

Moreland advised that a thermostat that was purchased was for the maintenance shop instead of fire station. Noting this correction, Marshall made a motion to accept the bills as presented, Moreland seconded. Motion Passed. Berger Absent.

Perkins made a motion to accept the treasurer’s report, Moreland seconded. Motion Passed. Berger Absent.

A brief discussion was held on RAGBRAI and Ordinance 189-16. Marshall made a motion to accept the ordinance. Moreland seconded the motion. Motion Passed. A motion was then made by Marshall to waive the 2nd and 3rd hearing on Ordinance 189-16. Perkins seconded the motion. Motion Passed.

The Council advised French of the intent to sell City property known as Lot 4 of Block 19 (203 South Washington). French will publish notice of a public hearing on the 7th of June at 6:45PM with an auction of the land to follow.

Marshall advised of bids that have been received to pour aprons at the Fire Station. The invoice will be split in thirds between: Riverside Township, Randolph Fire Department and the City of Randolph. Berger made a motion to approve $1,500 for the aprons. Marshall seconded the motion. Motion passed.

Farwell then advised the Council that he would like the City to increase their support of the library on an annual basis. Discussions of having the library open 25 hours a week instead of 12 were favored by all. After discussions on the matter, Berger made a motion to increase the support by $5000 annually starting the third quarter of 2016. Moreland seconded. Motion carried.

The Council was advised the Library roof has not leaked for well over a month after Renovations By Rick covered the caps with metal. The Council discussed a way of showing their appreciation. Hardy made a motion to give the company a $100 gift certificate to the Classic Café. Perkins seconded. Motion carried.

The City has received a bid from Randell Foster to replace the water damaged library ceiling. Berger made a motion to accept the bid for $1560 for time and materials. Hardy seconded. Motion carried.

With the proper motion and approval, the meeting adjourned at 8:56PM.
